Abacus IS allowed for the grade 3-8 math test, of that's what you're asking about.  Here is a link to a PowerPoint presentation and a resource list on Test Access and Accommodations for Students with Visual Impairments:

A position statement from Carol Allman regarding the use of an abacus or calculator and other accommodations is included in the resource list under "Information and Resources from APH."  This information was presented on November 7th at the NYSAER Conference in Albany.  Included in the resources are e-mail addresses and phone numbers of folks in the State Education Department who can assist you with other questions related to test access.

Can anyone tell me if students who are blind are allowed to use an abacus to solve Math problems on NY State mandated tests?
