[AERNet] Braille Reading Rates

Recently I administered the DIBELS Reading assessment to a 2nd grade Braille reader. I was told not to provide him with extended time to take the test. As a result, his test scores were quite low (not surprising). According to NCLB, because he scored low on the DIBELS, he must now receive AIS in Reading. I'm concerned that he is possibly being penalized for reading Braille. I have explained to testing officials and principals that Braille by nature tends to take longer than print to read, but For those who have given this test, is it standard protocol not to provide testing mods on the DIBELS? If so, do you interpret the scores as is or on another scale? Does anyone have an average Braille Reading Rate? Does one exist? As always, any thoughts or advice are greatly appreciated.
