Notice to the Membership:
 
Combining Randolph-Sheppard (Division 6) with Employment and Vocational
Rehabilitation Counseling (Division 2)
 
The Randolph-Sheppard division (6) has been unable for three bienniums to
elect officers or conduct any divisional business.  It has technically
fallen out of compliance with AER bylaws.  A desire on the part of former
Division 6 officers to remain a viable component of support for the
employment of blind and visually impaired people has prompted them to ask
Division 2 (Vocational Rehabilitation and Employment Services) if it
would support combining the two divisions.
 
The executive committee of Division 2 approved the combination during
AERLIFT 2006 and its members voted in favor of the combination shortly
thereafter.  Additional approval was given at the Division 2 business
meeting at the AER International conference in Snowbird, Utah in July
2006.
 
The AER Board of Directors tentatively approved the combining of Division
6 with Division 2 at its September 2006 meeting in Cleveland, Ohio and
asked that all division Chairs be polled.  This was accomplished in
October-November 2006 with unanimous approval from the Divisions.   The
Board will formally vote on the combination at its January 2007 meeting
in Austin Texas.
 
Division 6 members will become part of the Vocational Rehabilitation
Counseling and Employment Services Division (2) and will not pay dues
until and if they elect to continue their divisional membership at AER
membership renewal time.  The combined Division 2 will re-orient its
strategic and program planning to include the interests of its new
members.
