My opinion is that he absolutely needs O&M during the school year.  For him to 
access his environment, independently, the skills that he would gain from O&M 
are critical.  I have a student (high school) who recently lost her vision.  
The school system has assigned an aid to get her to and from the bus/classes 
because she has not had the opportunity to acquire the skills to safely travel 
around the school.  However, she is actively getting O&M and the aid will be 
phased out as she learns the skills.
