Dear Melinda,

Here are some things I would expect a typical 17 year old to do independently.  I would expect a 17 year old who is blind and has no other disabilities to do these as well, or be working towards these goals.  

   Find his way to classes, bathrooms, offices and communal areas of the high school school independently & on time ( or in reasonably designated time for a blind student if the conditions are unusual--IE very crowded, & a long way between classes.) 
   Take public transportation to school and other regular activities. 
   Know route and  go to local preferred stores & public facilities on foot or by public transportation. (IE. mall,  rec. center,  drug store or fast food store.)   
   Have some way of getting directions and following directions to new locations.
   Have a plan for learning new routes, or new building    
I would use typical expectation like these to demonstrate the need for O&M.
