[AERNet] question

There's a gray area I'm trying to clear up, someone here may know the answer. 
Several years ago there was a discussion about O+Mers prescribing/ eval sun 
filters. Many O+Mers now say that is outside their scope of practice, it's the 
CLVT's roll. Do you know where this perception comes from, is there a position 
paper on it?
