in my humble opinion, I, as a CVRT and a non certified O+Mer, (but a mastered degreed O+Mer none the less,) am quite confident that the "prescribing" and evaluation of sun filters is within the scope of practice of all the Blind Rehabilitation and/or teacher of the visually impaired expertise.
There simply are not enough of us in this profession to go around to hold claim to something such as sun filters.If there is a position paper on it, I would be up to the challenge of a debate!!  As I climb the ladder to senility, one of the lessons I have learned is that it is ALL gray area.  We all compliment one another and overlap.  This is an example of an area where I say we definitely overlap.  If a mobility instructor is declining this responsibility, it is unfortunate and unnecessary, but, that is just my opinion, and I am perfectly comfortable sharing my useless opinion to anyone who will listen.  God knows my teen ager won't listen to me....

There's a gray area I'm trying to clear up, someone here may know the answer. Several years ago there was a discussion about O+Mers prescribing/ eval sun filters. Many O+Mers now say that is outside their scope of practice, it's the CLVT's roll. Do you know where this perception comes from, is there a position paper on it?
