[AERNet] blindness-related software on student's home computer

How does one get around these situations? My students use Zoomtext and JAWS in school. I requested that these programs be installed on their home computer as well. I see it as a necessity for them to be able to do their homework. (different kids... different software; no one kid uses both)
The tech folks are advising my special ed. director NOT to do this, because they say that the district would then be responsible if these programs crashed the student's home computer.
Then... if we do overcome this, how do you physically do the installation? Do you send the software home and ask the parents to install it? Do you send a tech person to the home to do the installation? Do you ask the parent to bring in the computer to the school?
I thought it was a simple request, and it is turning into an avalanche!
