Well, now that you mention it,  that was my first reaction too. Isn't that the medicalized diagnosis used to justify vision therapy?  Even if the file has  an assessment or report with that diagnosis,  I bet you can't find any acuities or field numbers to qualify for sped services.  In my (limited, but not zero) experience, the diagnosis is made by practices which offer vision therapy as the cure for the diagnosis.  I only take kids on like this if I have time.  Otherwise,  I think it's totally legit to refer them back to the doctor's office to commence the vision therapy.  Sped people can document functional improvement, if you want to assist in a RTI way...  But when I do take them on, and I have, I do scanning and tracking type games - line up the picture flashcards on the chalk ledge (usually about eye height for  a toddler),  a few trials for range, then have kid name them left to right, right to left, the second one, the forth one.  If they can track with their eyes like that on one optimal plane, great.  If not I do more of these types of actitivies (follow the yarn, name objects you encounter along line in order),  at various distances and presentations.  I have a wind up car that I crash into a tower of blocks - kid has to tell me it's going to miss,  it's going to hit.  Kid points and aims,  I vary distances.  Do along all three axes - the x, the y, and the z - toward and away from kid. For additional complexity,  I might have them do it while looking through a toilet roll, or a monocular, or with a Flipper or Acrobat (if I happen to lugging one in my car).
