I'm giving this answer as a person knowledgeable in both math and Nemeth but
I'm not any kind of certified transcriber.
I do not see how it is possible for anyone to understand the concept of
place value if additional symbols are inserted between the digits. You can
see this point if you consider using parentheses to indicate a particular
digit. For example, 1(2)3 with the question," What is the place value of
the digit in parentheses?" If you count starting from the right, you could
argue that the digit 2 is in the third position, rather than the second
position or tens place.
Both of the suggestions already given, either asking, "What is the place
value of the digit 2 in the following number" or "underlining" a particular
number with dots-14 in the next line correctly reflect the underlying
mathematics.
