For those who read on the run, this Washington Wire deals solely with the
issue of the HOUSE stimulus bill including $500 million for Title I of the
Rehabilitation Act of 1973, as amended.
Pursuant to our e-mail that was sent to some of our Members on Friday of
last week, it was confirmed on Thursday of last week while Beverlee
Stafford, NRA's new Executive Director, and I were on the Hill that the
HOUSE Stimulus bill allows for $500 MILLION IN ADDITIONAL money for Title I
of the Rehab Act.
This one-time boost in spending for Title I will be divided evenly over two
years and should NOT affect Title I from receiving the 2008 COLA, when the
House and Senate take up the appropriations bills. It was also confirmed
that State match will be waived for this two-year period ONLY.
You will remember that the Federal government is being funded under a
Continuing Resolution (CR) through March 6, 2009.
Here is the actual language in the House stimulus package:
For an additional amount for "Rehabilitation Services and Disability
Research" for providing grants to States to carry out the Vocational
Rehabilitation Services program under Part B of Title I and parts B and C of
Chapter 1 and Chapter 2 of Title VII of the Rehabilitation Act of 1973,
$700,000,000: Provided, That $500,000,000 shall become available for Part B
of Title I of the Rehabilitation Act, of which $250,000,000 shall become
available on October 1, 2009: Provided further, that funds provided herein
shall not be considered in determining the amount required to be
appropriated under section 100(b)(1) of the Rehabilitation Act of 1973, in
any fiscal year; Provided further, That, notwithstanding section 7(14)(A),
the Federal share of the costs of vocational rehabilitation services
provided with the funds provided herein shall be 100 percent: Provided
further, That the provisions of section 1106 of this Act shall not apply to
these funds. Provided further, That $200,00 0,000 shall be available for
parts B and C of chapter 1 and chapter 2 of Title VII of the Rehabilitation
Act of which $100,000,00 shall become available on October 1, 2009.
Provided further, That $34,775,000 shall be for State Grants, $114,581,000
shall be for independent living centers, and $50,644,000 shall be for
services for older blind individuals.
Other provisions in the House Stimulus bill include:
- $87 billion for an increased federal Medicaid match (FMAP)
- $13 billion for IDEA State Grants
- $600 million for IDEA Early Intervention
- A one time $450 (individuals)/$630 (couples) payment to all SSI recipients
($4.2 billion total)
- $900 million to improve the Social Security Administration claims process
and computerization upgrades
- $6.5 billion for several low income housing initiatives list end
However, our work is not over yet. This is just the HOUSE version of the
stimulus bill. The Senate, as you know, must act as well and we are aware
that some Senators (and House Members) will want to pare down the number of
funding increases and incentives in this bill.
