Teacher Credentials in Arizona

Attached is an article Lou asked us to relay to the committee (Ducey Signs
Law.) It is a scanned version along with the link  to the actual publication
which I embedded and saved in RTF for you.  It appears AZ will allow
inexperienced and noncredentialed (in special education) teachers to provide
special education to children with disabilities as of this summer.

Also attached is our advisory this past February when the Arizona Law was
still a bill.  At that time, I also wrote to the CEC's government relations
person, assuming the CEC would have a large stake in defending special
education teacher qualification.  I did not hear from her.
