I agree with all of the challenges mentioned and we are dealing with the
same issues here in Alabama. Another challenge is mentoring direct
service and middle management folks for higher level administrative
positions. It seems like such a logical thing to do however, it is not
happening on a consistent basis here. Any ideas?

Right now, however, the only issue I can really focus on is trying to
sustain funding for a program that has been cut more than 20% in two
years.

Thanks to Sylvia and to all who have responded so far.  I didn't realize
how much a few simple one- or two-line responses would offer in
encouragement and a sense of "common ground."

For me, the biggest challenge is determining how to develop programs and
services to reach more people in an environment of fiscal restraint.
Some of the new funding opportunities are very exciting, but come with
significant "strings."  Determining the risk-reward equation is
challenging, especially  when there is a very quick turn-around for a
new funding proposal.

Hello,

I joined the AER Admin list serve a few months ago and haven't seen much
on here at all, so after talking to Anisio Correa (Admin. Chair) and
Laura Brown (immediate past chair) I have agreed to get some "chatter"
going on the list serve.  According to a 2009 survey, Admin division
members wanted a way to network and communicate about challenges and
just to get information and support.  So, I'll be posting some topics
and ask you all to join in and reply-share your wisdom.  Many of you
have been in the field of Vision Education and Rehabilitation for many
years and worked in a variety of capacities, so share your wisdom.

Here's our first topic-and by the way, feel free to throw a topic
/question out here yourself.

Further aggravating the issue of mentoring new leaders that john stated, we have the challenge posed by so many professionals in our field quickly approaching retirement.  At CVI, we now take a close look at one's leadership potential when evaluating potential candidates for all our positions.

Stimulus funding grants are still active in many states and school
districts.  However, decisions regarding how states access and use those
funds vary from state to state vary.  Maybe your state Department of
Education can give you some information.

I also have the same challenges of stretching budgets, especially the Older Blind Program, to meet an increasing need for services.
Staffing has been an issue for many years.  It eased a little this year when other states (like Idaho) have cut back on their staff.  For the first time in about ten years we actually have qualified VRT's applying for an open position.  Since I have been administrator we have hired individuals with bachelor degrees and used our training dollars (along with RSA stipends) to assist the person in obtaining either a VRT or O&M degree.  This has worked well and about half the instructional staff that were hired this way.
BLVS shares the Human Resource Specialist with VR.  About nine years ago she developed a program to provide opportunities for staff members to develop skills for leadership positions (and advancement into management).  The Futures program is voluntary.  To qualify the individual must have two years of experience in BLVS or VR.  It is open to all staff, support staff included.  The other qualification is the person has taken a training on management or supervision which is offered by the state.  During the three years the individual is a member of Futures they attend quarterly meetings that include training on management or leadership issues and work on projects that affect the whole agency to develop their leadership skills.  For example, one individual developed and implemented a bulk purchase system for equipment.  This system has saved over $18,000 in the last three years and allows us to purchase additional equipment for Older Blind clients.  If you want more information about futures, I'll give you contact information for the Human Resource Specialist.  This program has been working well with several participants advancing into management positions.

Stimulus funding grants are still active in many states and school
districts.  However, decisions regarding how states access and use those
funds vary from state to state vary.  Maybe your state Department of
Education can give you some information.
