Hello,
This may seem like a silly question, but does anyone have any articles or
papers that explain the importance of lesson planning for teachers? I see
articles and papers on how to lesson plan, difficulties of lesson planning,
but nothing on the need for lesson planning.
I have a district that is not wanting any lesson planning time to be done
for a student.

One approach could be to defend the role of the TVI, which is outlined by our professional standards. If a school district is hiring a TVI, he/she should be expected to undertake the responsibilities outlined by our profession…
As an AER member, you can point to the TVI Standards from AER which help define the role of a TVI (available here: https://aerbvi.org/resources/career-center/university-review-program/)
These standards include that TVIs are prepared to know/understand/implement the following (related to lesson planning):
- the design of functional and age appropriate instructional programs in the four domains (domestic, vocational, community, and recreation/ leisure), as well as functional academics, for learners of different cognitive abilities to meet the unique needs of learners with visual impairments.
- funding sources, selection and procurement of specialized books, media, materials, and equipment necessary to achieve stated goals and objectives.
- skills in selection, design, preparation, adaptation, and use of instructional materials, media, and technology, such as transcription of materials into tactile, visual, and aural formats.
- communication of learners’ needs in collaboration with other professionals and service providers to assure appropriate decision making for the selection of assessment tools and methods.

These standards include the following (related to lesson planning):
- knowledge of technology for planning and managing the teaching and learning environment
- Preparation Standard 5: Instructional Planning & Strategies, including:
* Develop and implement comprehensive, longitudinal individualized programs in collaboration with team members
* Use functional assessments to develop intervention plans
* Develop and select instructional content, resources, and strategies that respond to cultural, linguistic, and gender differences
* Prepare lesson plans
* Prepare and organize materials to implement daily lesson plans
* Select, adapt, and use instructional strategies and materials according to characteristics of the individual with exceptionalities
* Select and adapt materials in Braille, accessible print, and other formats
I didn’t do an exhaustive search of either the AER or CEC standards, but there is certainly sufficient information in both documents to show that lesson planning is well within the scope of duties and is an essential part of a TVI’s responsibilities.

The district already has lesson planning time written in for all teachers
in their district. A TVI or O&M instructor is no different....other than it
may take more time as they have to adapt all the work also.
