Affordable Care Act and Medicaid

"The House Energy and Commerce Committee is scheduled to mark up the bill to
repeal and replace the Affordable Care Act (ACA), also known as ObamaCare.
The House Energy and Commerce Committee holds primary jurisdiction over all
health-related issues, including Medicaid.  The House Ways and Means
Committee will also hold a hearing tomorrow on the tax aspects of the
Affordable Care Act."

"The bill, follows very closely to the Discussion Draft that was leaked last
week, providing for per capita caps on Medicaid, which.will decimate the
Medicaid program over time, serving many fewer deserving Americans who
depend on Medicaid's services and supports to live."

"This bill's alternative to safeguarding pre-existing conditions, a hallmark
of the ACA and vitally important to so many Americans, especially those with
significant disabilities, is now to be replaced by enrolling 'beneficiaries]
in "high risk" insurance pools, a concept that did not work before the ACA
was the law of the land and will not work now."

"These are just a few of the many devastating changes that this new bill
addresses which will -- by cutting the Federal share of Medicaid to the
States -- place the financial responsibility of paying for the Medicaid
program on the already cash-strapped States.  Not only will placing the
responsibility on the States to pay for the funding cuts to the generous
Federal share in Medicaid that we know will result from this new bill, but
these budget cuts will have a domino effect on other State programs which,
in turn, may result in reduced funding as well."

We believe that no Federal/State program will escape the funding shortfall
that this bill will create by what is expected to be a Draconian cut in the
Federal funding share to Medicaid.

Please get active.  Contact (call, email, or fax) your RESPECTIVE
Representatives in the U.S. House of Representatives and ask them not to
vote for this bill in Committee or on the Floor of the U.S. House of
Representatives; the full House will probably vote by end of this month.

We advise that when you make contact with your RESPECTIVE Members of
Congress in the House of Representatives, please identify yourself as a
constituent, assuming you are one, or if not, identify yourself as a
resident of the State.  Let them know if you voted for them.
