I did find this on the AppStore, has a 4.0+ rating, costs $7.49.  Cannot speak to its ease of use with Zoom.

Nov 10, 2017 - This app is an exact copy of the Ti-84. This app is worth the
money because I would not want to buy a $150+ calculator when there is an
app for it. It really helps when I need a graphing calculator for my math
homework so I don't have to use the school's calculator and risk being fined
for small damages.

If he/she can use the TI-Nspire instead, TI actually has an "official" App
for the iPad for it:

Here is a reply from Ken Perry, one of our technology product research staff at APH:

There are four  possibilities.  Two are similar and two are very different.

The first two are the person can use the TI-84 as purchased from TI under a CCTV or something like a Visio book or Mac connect to enlarge the actual calculator if their sight is good enough to have no audible feedback.  They could do the same with the Orion TI-84 if they wanted some audio feedback to go with it.

The second possibility is TI puts out  Smart View software which is just the TI-84 that runs on a PC and can be enlarged with Zoom text.

Fourth and very different, there is new free software called Desmos which is a different calculator but is free and runs on an IPad or Android or other devices. You can search for Desmos and IPad on google and it will bring an app store link up or you can just search on the IPad for it.  It will work with the zoom features of the IPad and has all the power of the TI-84.
