I'm looking for information about any State that pays a blindness professional (O&M, VRT, LVT, etc.), whether private/contractual or an agency), who provides services to adults - especially adults who receive Medicaid waver services.
I'm not referring to a State's commission for the blind and rehabilitation services for the blind. I'm curious to know what "code" or "billable service type" folks are getting paid for. Recently a question surfaced at the CSUN Technology conference about providing services to persons with multiple disabling conditions and/or those who are not able to be competitively employed. The conversation was intriguing and I'd like to know if any States are already doing this for B/VI services as my home state does not.

This is a great question! I know if a doctor prescribes Low Vision Rehab
that insurance will pay for a set number of hours. I don’t know much more
but I did publish a book Independent Living Support which is a vision loss
resource guide to help persons with low vision and those people that are
helping someone with low vision. If anybody on this list provides (O&M,
VRT, LVT, etc.) please email me and let me know your contact and I will add
you to the next edition coming out this Spring. My book breaks down all
states including Guam, Puerto Rico and the Virgin Islands. It lists BVI
State agency’s, State VIST, State NLS, and other state organizations, and
businesses providing products, service and support. I am sure many of you
on this list belongs in my next book. It is on Amazon FYI.

I am not sure if this answers your question Kevin but ...
Mass has a waiver program called Money Follows the Person where individuals
who are low income and need to be transitioned from a nursing facility back
to the community are eligible for services under this MassHealth (Medicaid)
program. Many have additional disabilities or health issues. O&M is one of
the eligible services and The Carroll Center is a provider. Use of these
funds/services trumps funding through a commission for the blind.
The reimbursement is using a Medicaid model where you are reimbursed
depending on the location of the individual from the service provider and
includes a one way travel time fee (not mileage). Typically the services
are limited to a small number of hours and many of the clients we have
served have limited mobility ability.
