Is there an app whereby when the device (preferably cell phone) is moved
across a page, the print will be voiced aloud?

I’m personally a big fan of https://itunes.apple.com/us/app/knfbreader/id849732663?mt=8 knfbReader on the App Store - iTunes - Apple, and there’s also an Android counterpart—a bit expense, but worth every dime, and then some. It’s a fantastic App. A less costly, yet solid option would be Text Detective https://itunes.apple.com/us/app/text-detective/id541494875?mt=8 ; not quite all the bells and whistles, but it gets the job done.

I agree, KNFB Reader is the best one out there. Though the most
expensive, it's the best option if you're looking for good OCR on iOS or
Android. There are useful tutorials and videos on the KNFB Reader
website. If you have serious scanning needs (e.g. you'll be using the
app a lot) I recommend looking into a reading stand to help with
positioning. Positioning the phone in the correct angle and at the right
distance can be somewhat tricky with no sight. There are a few stands
out there (ScanStand, Scan Jig, Giraffe Reader). All are slightly
different, but I've worked with the Scan Jig which I like a lot because
you can adjust it to hold phones of different sizes. In addition to Text
Detective, there's also Prizmo which is a less expensive option - not as
good but gets the job done sometimes.

Hello, I just wanted to point out that as far as I know, there is no application that will literally read a document line by line in real time where you physically move a phone across a paper (document) and have it voiced for where the camera is on the document. Someone talked about creating an optacon which would OCR a document as well as have the ability to raise the print on an array like the optacon used to be able to do. One of the things I liked about my optacon was that by moving the camera down the edge of where the print was located on a page, I could physically get the idea what the page actually looked like. I wish some company would create the device I have been discussing. I haven't used my optacon because of decreased sensitivity in my finger, or the fact that the optacon has not been serviced (ever) and is needing repair. For a person who is a visual person without vision, I loved my optacon! I used it on everything and truly miss it. Now I have to use scan a can or call someone on Be My Eyes to find out if I have a can of soup or a can of vegetables or more accurately, what can of soup I've got so I can have a choice and not just eat whatever soup I open. I could read clothing care labels... I'll spare you my lament for the optacon's demise. Right now, the apps do optical character recognition by taking a picture of something and then doing the OCR. You get the whole page and can read line by line. But the only way you can physically read the document is to have a Braille display for whatever tablet, phone or computer you are using.
