SSI and blindness

Hi Jean,
I'm confused as to why you think APH and SSA should make their guidelines match? Can you please explain.
Also, remember that SSA at times can have criteria that can be more restrictive. What about the kids who are in school past 18 years old? If you look at SSA POMS for childhood verses adult disabilites there are differences.
The POMS is really where you should be looking for SSA interpretations.

If you read the SSI Blue Book information for childhood and adult, you find nothing changed in definition of blindness. However, if you read how to test for legal blindness, there is more information that discusses types of tests to be used and how to interpret results.

And at the end in the childhood section, it states: “Regardless of the type of test chart used, you do not have statutory blindness if you can read at least one letter on the 20/100 line. For example, if your best-corrected central visual acuity for distance in the better eye is 20/125+1 using an ETDRS chart, we will find that you do not have statutory blindness because you are able to read one letter on the 20/100 line.”

I wish this information about testing results was used by APH to determine who could be counted as legally blind, so it would match the SSI determination.
